"During last month’s part-session, the subject of strengthening the single market was amply debated and this Chamber agreed that the operation of the internal market needed to be expanded and implemented by ensuring that the Member States transposed European legislation promptly and in full.
In line with this aim, yesterday, we discussed the recommendation for second reading of the report on the single European railway area. In my view, however, that is just a small step towards creating a genuine European railway market. For too long, we have been hearing about the potential positive effect that fully establishing the single market could have on the EU economy, but then we all dig in behind nationally advantageous positions whenever the chance arises to carry out sectoral reforms to fully establish it.
Without going into detail on the individual provisions, I would point out that we are still prolonging the life of the recast text while awaiting a Commission position that could really lead to full liberalisation of the market, which would, in any case, be impossible today, not to mention the fact that we have given ourselves a good 30 months to transpose the legislation. That is time we can ill afford if we want the internal market to get us out of the crisis."@en1
