"The various national railway systems leave the sector hampered by national boundaries which considerably limit the development of the sector and the competitiveness of rail transport vis-à-vis other modes of transport. In light of that, I would argue that establishing a single European railway area should be one of the European Union’s top priorities. Independent regulators are, in my view, crucial for furthering the construction of a single European railway area and establishing a level playing field for both large and small railway companies. Ultimately, national regulatory bodies should become entities whose decisions are reliable and timely. I agree with the rapporteur that in the longer run, a European regulatory body should be established to oversee cross-border transport effectively. Lastly, I welcome the fact that Parliament has adopted changes to the original text of the proposal to increase the transparency of financial flows, particularly in integrated undertakings that provide rail transport services and infrastructure management."@en1
