"Since January 2012, a delegation from Parliament has been in informal negotiations with the Council and the Commission to prepare an agreement at second reading on a single European railway area. This recommendation supports the amendments adopted at first reading in plenary, in order to defend Parliament’s position in the ongoing trialogues with the Council, which was adopted with a large majority. It advocates the need for independent regulators to establish a level playing field between large and small railway companies. It proposes that, in the long run, a European regulatory body should be established to oversee cross-border transport. It rejects the Council’s proposals to reduce the duration of the multiannual contractual agreement to three years, and suggests that a duration of seven years should be proposed instead. It advocates the need for transparent rules on access to rail-related services and service facilities to ensure that transport operators can operate their services. I voted for this recommendation for the aforementioned reasons."@en1
