"It was with satisfaction that I noted that this own-initiative report on the part of the Committee on Regional Development fits perfectly within the strategy previously set out by this Parliament for the European Neighbourhood Policy (ENP), for which I was the rapporteur for the Committee on Foreign Affairs. Whilst highlighting the importance of the Mediterranean as a decentralised area of cooperation, and more broadly in terms of strengthening cross-regional decision making and the sharing of good practices, the report proposes the development of a macro-regional strategy for the Mediterranean basin – similar to the strategy for the Baltic, for example – as part of a broader framework which includes the western Mediterranean, the Adriatic-Ionian and the eastern Mediterranean. The report takes the view that an overall policy for the whole Mediterranean basin can be implemented that is in synergy with the priorities set out by regional and international organisations, in particular, those defined by the European Union for the Mediterranean, and best practices that can contribute towards achieving the objectives of EU strategies can also be implemented. I consider emphasis on civil society participation, on the principles/areas of activity to develop and deepen, and on updating the approach to migration in view of the ‘Arab Spring’ excellent additions to the two reports on the ENP for which I was Parliament’s rapporteur."@en1
