"The entire Mediterranean basin shares the same natural environment, and its shores are connected by the same history and culture. Significant opportunities exist in southern Europe, which cannot be seized without coordination or vision. The ‘Mediterranean climate’ results in similar ecotypes: the same types of agricultural product are produced and form a single, albeit diverse, range of products. Likewise, environmental problems are the same all over. Mediterranean biodiversity is particularly abundant, but also under serious threat. Appropriate, synergistic responses are called for. Within the EU, the Mediterranean area is unstructured and its performance in terms of cooperation and interconnection is very poor. Moreover, outside the gates of the EU, those populations living in the Mediterranean region have very low standards of living, despite last year’s events. The development of these societies is an essential requirement for them, and an opportunity for Europe as it could capitalise on greater security, more ‘sustainable’ control of immigration flows and direct participation in this growth area. This would positively impact on the performance of its own economy. For these and many other reasons, it is important to support the establishment of a Mediterranean macro-region."@en1
