"Mr President, ladies and gentlemen, water is increasingly being seen as a public asset, a precious resource for the whole of humankind. It is vital, therefore, to develop an integrated, efficient strategy for the wise use of this finite resource. Measures at EU level must address our continent’s current and future water challenges, and therefore the ‘Blueprint to safeguard Europe’s water resources’ to be published in November is more important than ever to ensure – as has been said – sufficient availability of good-quality water for sustainable and equitable use. I regard this as an important aspect of the EU 2020 strategy. Water is linked to food or, rather, water is part of food, and a small amount of food contains a huge amount of water, so a water strategy is also a strategy to ensure food security for Europe and the world. Water can lead to wars, but it can also be a factor for development and peace; I therefore strongly support the proposal contained in the report to devote 1%, for example, of water tariffs to decentralised cooperation measures and growth projects around the world. I hope this legislation, which already exists in some Member States, will spread like good practice to other countries to become law in all the Member States of the European Union."@en1
