"Mr President, ladies and gentlemen, the agreement reached with the Council has resulted in some significant improvements. I am thinking of the establishment of strong, independent national regulators to guarantee fair and non-discriminatory access to the market, which is one of the key points of the recast; the minimum five-year term for contracts between Member States and infrastructure managers, which will allow for better long-term investment planning; and the major focus on safety, both in terms of rolling stock maintenance, an important distinction being made between light and heavy maintenance, and in terms of the technological modernisation of infrastructure and trains to improve safety (particularly through the European Rail Traffic Management System). In short, the net outcome is positive overall, although one crucial point for the completion of the single rail market remains unresolved, which is the opening up of national rail passenger traffic. I hope the Commission will keep up the momentum it developed a few months ago and will put forward a new proposal in that respect by the end of the year."@en1
