"We are going through a crucial period when efforts are focused on not only the EU’s rapid emergence from the crisis, but also on building the future in the EU. These two processes go hand in hand. We cannot be the architects of the future Europe as long as we are struggling in the clutches of the crisis, and we cannot emerge from the crisis if we do not clearly set out the path along which we want to progress. We will be able to really assess the importance of the decisions adopted at the last European summit only at the end of this year, after the meetings involving Europe’s decision makers in October and December. In October, we will have the interim report on the implementation of the measures agreed last week, while in December, the Heads of State or Government will adopt, based on the final report, the specific timetable with deadlines set for stabilising EMU. I believe that the least productive response is for us to look for winners or losers from last week’s summit and to analyse a hypothetical French-Spanish-Italian victory over the much denigrated German inflexibility. I believe that European solidarity must go hand in hand with responsibility from all EU Member States. The way to reduce the democratic deficit is to apply the Community method to counter perpetual intergovernmental rivalry, with Parliament being the institution which needs to take the leading role in this process."@en1
