"Mr Van Rompuy, perhaps I could make a comment, if you will allow me to do so, since you are still here. I consider it only right that you are telling us that you want to work closely with the European Parliament on the follow-up of the proposal that you, as President, submitted to the four institutions. On behalf of this House, however, I have to remind you of two things.
Firstly, it was a mistake that you did not invite the European Parliament from the outset. Secondly, the European Parliament has greater legitimacy than the European Central Bank to speak for the future of Europe.
I therefore assume that the President of the European Parliament will be invited to participate equally in such work in the future. We can decide among ourselves how we work at working level, but I would say to you – not personally, but on behalf of this House – that it is not acceptable for there to be two different types of European institution: those that meet together there, and us. We are the deciding European institution and I therefore demand, on behalf of this House, that you invite me to participate in this work."@en1
