"Mr Lambsdorff, if you have followed the debates, then you will know that my group has always advocated a process based on the formula of solidity plus solidarity. The fact that we have not moved forward in both these areas simultaneously has had a devastating effect on the situation in Europe and has heightened the European crisis; instead, we have concentrated solely on budgetary solidity – particularly because of Germany’s attitude – while at the same time demanding of countries that they take on significant risks. I believe that, with the fiscal pact, we have laid the basis for us now to increase efforts in respect of the instrument of solidarity.
My answer to the second question is that I am not in favour of banks being rescued unconditionally. What we actually have to achieve in the banking union is not just supervision, but also intervention, influence on what has gone wrong in the banking and financial sector."@en1
