"Madam President, access to water is very different in different parts of the world, which explains why no single approach to its use is suitable for application on a worldwide basis. Fortunately, however, our awareness of the situation is growing, as is the importance of water management in terms of its influence on the development of the economy and other aspects of society. In Europe, we are currently concentrating on ensuring energy security, which is understandable. I am certain that in the coming years, we will give water management the importance it deserves, and this report, too, is sure to help achieve this. Water is an exceptional asset, and one which should be universally available, although it should be used in accordance with rational principles. This is why I support the application of market criteria intended to restrict its use, but we should also provide funding to improve access to water in places where it is in short supply. We should make it a priority to invest in water infrastructure, systems for the collection of water and its rational use, and methods for ensuring its quality. Water is of special importance for ensuring food security, developing agriculture and protecting the environment."@en1
