"Mr President, twelve years ago, I was a member of Parliament’s negotiating team working on the Water Framework Directive and we persuaded Member States to accept the requirement to achieve good water status by 2015. That was a proud achievement. Now we are just three years off and it is clear that we are going to miss this target. Building on the Urban Waste Water Treatment Directive, some good progress has been made over the years. Lots of rivers are cleaner across Europe. We know that treating sewage and waste is expensive, so perhaps it is not surprising that poorer countries have had trouble meeting the original targets. But what excuse have countries like Belgium got? It treats only 65% of its waste water properly. France only treats 64% of its waste water and Luxembourg only 56%. That is astonishing. I did not realise that Luxembourg was an impoverished country that could not afford to deal with these problems, but apparently so. Ensuring that we deal with our own human waste and stop polluting our rivers must be a top priority for the environment but, as so often, we come back to the problem that we must not simply pass laws in this Parliament; we must also make sure that they are properly enforced."@en1
