"Mr President, my colleague Mr Tannock, going at breathtaking speed, outlined very clearly the situation in the Sahel, which is one of the poorest regions in the world. Unfortunately it is a desperate situation. Side by side with poverty you have the existence of organised crime and that dreadful outfit al-Qaeda also operating there. It is a paradox, because without improving the situation regarding poverty it is difficult to improve the security situation; without improving the security situation it is difficult to deal adequately with poverty. Madam de Keyser asked the very pertinent question of what we can do about it, and she very sensibly said we should consult with reputable groups within the region and probably also the African Union. Certainly we must do whatever is required – if that means short-term military intervention it should be considered – but we have to create the conditions for democracy to thrive while, at the same time, helping people get out of the poverty trap."@en1
