"Mr President, as you all know, our resolution does not introduce any new developments. There is no urgency, in the sense that nothing new has happened. On the other hand, we are trying through our text to reaffirm the existence of several risks in this region of West Africa and the Sahel. As our colleagues in the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament (S&D Group) have said, there are 17 million people in a very precarious situation. What are the reasons for this? First of all, there is the food crisis, secondly there are the armed conflicts. Then there is state fragility, which is not simply connected with the existence of armed conflicts but also, for example, with corruption. Then there are the terrorist networks that are very powerful in this region – and the case of Mali speaks volumes. What is our response? We gave it in our Strategy for Security and Development in the Sahel. Then there is the notion of cooperating with the Economic Community of West African States (ECOWAS) and the African Union to deal with the conflicts. Once again, I would point out the urgency of the conflict in Mali."@en1
