"Mr President, as a result of a long-term alternation of drought and floods, the inhabitants of the Sahara region find themselves living in extreme poverty from which there is no escape. The backwardness, poverty and hunger of the population in combination with a bad, corrupt public administration have created a breeding ground for crime, terrorism, and violence. The return of Gaddafi’s mercenaries from Libya, who are returning to Niger, Mali, Chad and Mauritania with quantities of weapons, ammunition and military equipment, is destabilising the region and turning the civilian population into defenceless slaves of the criminal gangs controlling various areas. In spite of this complex and opaque situation in the region, we must seek a way of providing effective help to the region’s civilian population, in particular women and children, who are most affected by the consequences of this situation. Where possible, we should reinforce the distribution of basic food aid to the most vulnerable sections of the population using the legitimate structures of the public administration, even if it is often weak and corrupt. Together with food aid, however, we must also maintain and develop contacts with local communities and lead them to social and work habits and the type of community administration that will allow them to survive in their difficult conditions. Nevertheless, it must be the responsibility of the official governments to eliminate the terrorist gangs and seize illegal arms, and we should therefore support the activities of the Joint Staff Operations Committee, which comprises Algeria, Mali, Mauritania and Niger."@en1
