"Mr President, Sahel has indeed become Africa’s new powder keg. Armed rebellions, coups d’état, hostage taking, the influence of terrorist groups, drug and arms trafficking, waves of refugees, separatist movements – all these are destabilising factors in Sub-Saharan Africa. Conflicts have amplified the food crisis caused by poor harvests in 2011, so that 17 to 18 million people are threatened by famine, while in Mali there is the risk of a permanent no man’s land on a territory twice as large as France’s. The complexity and gravity of the situation require coordinated action, from creating a regional framework of cooperation against terrorism and discussing in the UN Security Council the issue of Sahel’s pacification to increased European involvement aimed at stimulating and supporting coherent policies against desertification, underdevelopment and border permeability. Above all, however, I believe a massive and urgent international effort is required in order to provide the population with food and end atrocities."@en1
