"Mr President, the Sahel is a region facing a very serious situation. There is a very long list of reasons for this state of affairs. In the past, they included mainly poverty resulting from natural disasters, poor harvests and high food prices, as well as weak governments and a low level of security and respect for human rights. Today, the situation has essentially three causes: the civil war in Libya, a more active Tuareg movement and the coup in Mali as well as increased activity on the part of the radical Islamic sect Boko Haram in Nigeria.
The objectives of the European Union’s strategy for the Sahel are fairly obvious: to counteract extremism and radicalisation, to assist in resolving local conflicts, to increase security and the rule of law, and to develop and improve the quality of government. The problem is that although these objectives are appropriate, the level of implementation is not satisfactory. We should therefore focus to a greater degree on respect for human rights."@en1
