"Mr President, the Sahel region has been experiencing sustained difficulties for a number of years. A dire combination of severe drought, famine and chronic poverty and a deteriorating security situation has resulted in literally thousands of internally displaced persons. Continuing large migratory flows across poorly demarcated borders and desert areas have exacerbated the problems. The Sahel now faces an additional real and sinister threat from a plethora of Islamist militant groups allied to al-Qaeda which seek to capitalise upon internal turmoil to further their radical agendas. EU nationals are being kidnapped and murdered brutally both in Mali and Niger. There is also now a problem, following the Libyan conflict, with Tuareg mercenaries who have become part of the secessionist movement in Mali. The breakaway region in northern Mali is now in danger of becoming another Somalia if we are not careful. All this adds up to a dire humanitarian situation across this vast region, so I now call upon the High Representative to redouble European Union efforts amongst the international community to prevent this crisis from becoming an unbridled catastrophe, both humanitarian and security-wise for the West."@en1
