". It is important that the European Commission give female genital mutilation specific attention as part of its programme aimed at combating violence against women. At the same time, Member States must take firm action to fight this illegal practice. In this context, I think it is necessary to finance information and education programmes through which women themselves become aware that genital mutilation is not a traditional practice adding to the ethnical and historical specificity of their respective populations, but a form of violence against women. Many women in these regions believe it is an honour and a duty on their part to undergo without questioning such practices that are performed most of the time by women healers or midwives who are valued and looked upon with consideration within that group. At the same time, it is important to finance and organise educational programmes on equality between girls and boys, from the earliest age, in order to avoid gender-based society segregation and gender discrimination manifested in the form of these genital mutilations which are acts of violence against women."@en1
