The proposal intends to abolish the concept of dietetic foods and set out a new framework containing general provisions for a limited number of well-defined categories of foods judged essential for some particularly vulnerable sections of the population, for example foods aimed at infants and children and foods to be used under medical supervision. Vulnerable people need greater protection than the rest of the population and must be able to benefit from a high level of legal certainty. The proposal also suggests creating a single legal act that regulates the list of substances that can be added to the food categories that are the subject of this proposal. The differences in how Member States implement the existing legislation are currently too large, causing market distortions and administrative burdens."@en1
