"The new proposal for a directive seeks to repeal the current Directive 96/82/EC, called the Seveso II Directive, which is aimed at preventing major accidents such as those that occurred in Seveso, Bhopal, Schweizerhalle and other places, involving large quantities of dangerous substances. It is also aimed at mitigating the consequences of such accidents for human beings and the environment. The main reason behind the revision of the Seveso II Directive is the need to adapt its Annex I to the Regulation on the classification, labelling and packaging of dangerous substances and mixtures. We believe that the Council’s agreement to add at least three of the most toxic substances from the ‘acute toxicity’ category in Annex I is a positive step. The proposal also supports the public’s right to knowledge of procedures relating to their participation in decision-making, information on how to use this right, access to information and, finally, access to the courts in environmental matters."@en1
