"Given the industrial accidents we have experienced since 1976, with the explosion of the chemical factory in Seveso in Italy, progressing towards greater safety for people, the environment and society without pointlessly encumbering industry has become an absolute priority. Information for citizens is essential. However, this report is timid to say the least because in order to really protect citizens, we also need to increase safety by having better trained staff and not victims of insecurity, as safety is all too often entrusted to subcontractors and temporary workers; increase public spending rather than reduce it, particularly with regard to safety controls; sanction countries that are too lax in terms of safety. This report refuses to do so. If we do not tackle the root cause of these problems, the texts passed by Parliament will remain just good intentions. That is why I abstained."@en1
