"Since it is extremely important not only to maintain but also to improve the high level of protection of human health, the environment and property, I consider it necessary to make appropriate adjustments to the directive to reflect scientific and technical progress. I welcome the Commission’s proposals concerning access to information, public participation in decision making and access to justice, in particular making existing inspections stricter. The public has a right to be adequately and appropriately informed of potential hazards and how to protect against them. With regard to the obligations of operators, I believe that the Commission’s proposal could be bolder. Apart from the obligation of taking all necessary measures to prevent accidents and the obligation of making good the possible consequences at their own expense, they should be obliged to provide notification of the presence of hazardous substances above a specified threshold and to submit proof of their ability to handle a possible accident, and a prevention and emergency management plan. It is not desirable to burden the public finances of either the state or of regions, cities and municipalities. In addition, a precise definition of rights and responsibilities will lead to legal certainty."@en1
