"Given the accidents and natural disasters we have experienced since 1996, progressing towards greater safety for people, the environment and society without pointlessly encumbering industry has become an absolute priority. Wanting to inform citizens is one thing, but in order to best protect them we must really increase safety by having better trained staff and not victims of insecurity; we must increase public spending rather than reduce it, particularly with regard to the civil servants responsible for enforcing respect for safety; we must sanction countries that are too lax in terms of safety. This report refuses to do so. If we do not tackle the root cause of these problems, the texts passed by Parliament will at best give a facelift to a law that is suffering from wear and tear. That is why I abstained."@en1
