"Major industrial accidents, such as those that occurred in Seveso (Italy, 1976), Enschede (Netherlands, 2000), Toulouse (France, 2001) and Buncefield (United Kingdom, 2005), have cost countless lives, destroyed public and private property, and harmed the environment, resulting in irreparable damage. In order to reduce the likelihood of such accidents and mitigate their consequences, the EU duly adopted the Seveso I and II Directives. It is now seeking to revise these Directives in order to integrate them with the provisions of Regulation (EC) No 1272/2008 on classification, labelling and packaging of dangerous substances and mixtures. This revision is necessary, and the Commission has chosen to maintain the level of protection and avoid substantial changes."@en1
