The rapporteur is proposing some amendments, including the proposal that delegations should be time limited, support for the current powers of the Scientific, Technical and Economic Committee for Fisheries and the Pelagic Regional Advisory Council, and the argument that the designation of the geographical area inhabited by the herring stock should be left unchanged.
