lpv:translated text	"This report seeks to align Regulation (EC) No 1300/2008 on the stock of herring distributed to the west of Scotland and the fisheries exploiting that stock with the entry into force of the Treaty on the Functioning of the European Union. As this is the first regulation to be adopted following the entry into force of the Treaty of Lisbon, it is vital to substantiate the legal basis, as this will serve as a basis for other amendments. Apart from this technical issue, it is also worth noting the simplification of the procedure for evaluating the plan, every four years, as well as the use of delegated acts and the ordinary legislative procedure to make the necessary changes to the plan. I agree with the rapporteur when he calls for more clarity on the scope of delegated acts, and for the inclusion of the Scientific, Technical and Economic Committee for Fisheries and the Pelagic Regional Advisory Council in the evaluation, as they offer essential expertise."@en1
