"Mr President, as I have said, I like Commissioner Dalli and I thank him for being here, but I am a little surprised that the Commissioner responsible for the common agricultural policy (CAP) has not made the effort to come and present his views on this debate. His views have been expressed, and I must tell you that I do not agree with the Commission at all and that it would make no sense to change the rules at this point. With regard to territorial balance, it is true that you have made an effort. However, as far as the situation in the market is concerned, to say that we are not in the middle of a crisis, to talk about the private storage that is available, is all well and good, but I believe that many dairy producers are experiencing difficulties. We have stressed in particular that this political agreement on the CAP health check reached in 2008, which provides for the elimination of the quota regime in 2015, nevertheless left a very bitter taste for many Member States, including my own. We accepted the compromise on the condition that measures be taken in good time allowing for a smooth transition from the quota mechanism towards a liberalised production market. Yet the measures that have been taken are not enough because, at the moment, quotas are being used in some countries but not in others. This means that the competitive environment in the single market is unacceptable because some producers who exceed their individual quotas are sanctioned and others are not, simply because they live a few kilometres apart, separated by a border. Mr Cioloș must take measures, particularly to reduce taxes in order to progressively and smoothly reduce the existing unfair competition between European producers. The Commission has a monopoly on such measures. It must take action and we demand that it take action."@en1
