lpv:spoken text	"Mr President, according to the Commission, there are now some 20 fish stocks in the whole of the European Union which are at maximum sustainable yield. This is a huge improvement on the situation of previous years where there have been virtually no stocks at maximum sustainable yield. Twenty out of 250 or so is progress: small, but progress nonetheless, and I believe – though others who know the Scottish situation better than myself can comment – that herring are one of the fish stocks which are currently in a better state than hitherto."@en1
