"I voted in favour of this resolution. On 28 November 2011, parliamentary elections were held for the second time since the entry into force of the constitution in 2006, a crucial step for the consolidation of democratisation and the stabilisation process in the Democratic Republic of Congo (DRC). Between 26 November and 25 December 2011, against the backdrop of the elections, at least 33 people were killed, while at least 83 others were injured and at least 265 civilians arrested by members of the defence and security forces. The European Union’s Election Observation Mission in the Democratic Republic of Congo concluded in its final report that the electoral process had been marred by a lack of transparency and credibility due to the numerous irregularities and cases of fraud that had been detected. The repression of human rights activists and journalists has increased and they are being arbitrarily arrested and intimidated. I welcome the European Parliament’s recommendations for the DRC to investigate these violations and to initiate a political dialogue with all parties, including the opposition forces and civil society, paving the way for true democracy and political reform in the country."@en1
