"The debate on establishing the UN Arms Trade Treaty (ATT) started in 2006, when the United Nations General Assembly adopted a resolution supported by 153 countries; the United States was the only UN Member State to vote against creating the ATT. It is very important that this process bear fruit, in the context of a restarted arms race and escalating military spending, and of investment in new weapons by the US, NATO and the EU, whilst they engage in hypocritical discourse about arms reduction. However, it must be stressed that regulation of the import, export and transfer of arms will be all the more relevant if accompanied by a multilateral and reciprocal disarmament process, particularly the decommissioning of the immense existing nuclear arsenals – starting with the world’s most significant nuclear powers, such as the US – and the complete destruction of chemical and biological weapons."@en1
