"I welcomed this resolution. Hitherto, there has not been a legally binding, international treaty on the regulation of transfers of conventional arms. The poorly regulated, uncontrolled and opaque arms trade leads to irresponsible trading in weapons, causes unnecessary human suffering, fuels armed conflict, instability, terrorist attacks and corruption, undermines peace building processes and socio-economic development, leads to the overthrow of democratically elected governments and the violation of the rule of law, human rights and international humanitarian law. The United Nations General Assembly has proposed adopting an international and legally binding Arms Trade Treaty (ATT) establishing international standards for the import, export and transfer of conventional arms. This would enable Member States to ensure that their national systems and internal controls are of the highest possible standards to prevent the diversion of conventional arms from the legal to the illicit market, where they can be used for terrorist acts, organised crime and other criminal activities. I welcome the European Parliament’s call for the July 2012 negotiation of a legally binding international Arms Trade Treaty to mark an historic step forward, through greater transparency and accountability, by establishing the highest international standards and criteria for making assessments of decisions on the transfer, import and export of conventional arms."@en1
