"I voted for this report because I value of primary importance the need to strengthen the visibility and coherence of the EU’s human rights policy. The European Parliament has repeatedly called for the appointment of an EU Special Representative for Human Rights. I believe that the first EUSR for HR should be granted a strong, independent and flexible mandate in order to act swiftly and effectively. The EUSR for HR should also address different horizontal issues contributing to more coherent action in EU external policies. In addition, it is fundamental that, while implementing his/her mandate, the EUSR for HR should cooperate with representatives of civil society and international organisations acting in the field of the protection of human rights and democracy."@en1
