"On 29 June 2011, the agreement between the government of the Sudan and the government of South Sudan on border security and the joint political and security mechanism was concluded. This contains a commitment to create a safe demilitarised border zone. Decades of mutual mistrust prevent both parties from making a gesture towards a relaxation of the situation and engaging in negotiations. However, I am pleased that Sudan and South Sudan are striving to end the violence and demonstrate the political will to resolve the problems that have remained unresolved since the secession of South Sudan. On the other hand, all acts of violence committed against the civilian population, which are contrary to international humanitarian law and human rights legislation, are deplorable. I think it is important to stress that all stakeholders should strive to protect human rights, including the rights of women and people in vulnerable groups, and that those who have committed serious violations of these rights, including sexual violence, should be held to account. From my perspective, long-term stability in the region requires a new, unified, comprehensive international strategy, in which the EU would play a role alongside other global and regional actors, which would focus not only on issues between Sudan and South Sudan and the situation in Southern Kordofan and Blue Nile, but also on the long overdue reform process in Sudan."@en1
