"I abstained from the vote on the motion calling on the Council not to authorise the opening of trade negotiations with Japan because it seems to me that it could be counterproductive and could run counter to Parliament’s own interests. Indeed, if the Commission has already announced that it is going to request the Council’s mandate, the most likely outcome is that the Council will ignore Parliament’s request, not least because there is a political commitment in that regard. If that happens, as well as being disregarded by the Council, Parliament will lose the opportunity that it had to tell the Commission in advance about the substantive conditions that Parliament thinks should be included in the negotiating mandate, which would then give it the authority to react if these conditions are not respected, including to threaten to withhold its final consent from the treaty."@en1
