At the 20th EU-Japan Summit held on 28 May 2011 in Brussels, the decision was made to start bilateral discussions with a view to defining the scope and level of ambition of negotiations on the EU-Japan Free Trade Agreement (FTA). I welcome the European Parliament’s position that the Council should not authorise the opening of negotiations until Parliament has stated its position on the proposed negotiating mandate on the basis of a report from the committee responsible."@en1
