"The resolution adopted today proposes a flexible multiannual budget to tackle new challenges and the replacement of national contributions with other types of resources to fund the Union’s budget. The lack of flexibility in the current system makes it very difficult to react quickly to new challenges. The lower the budget, the greater the need to be able to redistribute resources to deal with unexpected events.
According to the Treaties, the EU budget should be completely funded by own resources. This House believes that reforming the current system and adding new sources of funding, such as a financial transaction tax or a new EU VAT regime, would reduce the share of Member States’ gross national income-based contributions to the EU budget from 75% to 40% by 2020. We are not prepared to approve the regulation that sets the next multiannual financial framework in the absence of a political agreement on reform of the own resources system, putting an end to existing rebates and other correction mechanisms."@en1
