lpv:translated text	"I voted in favour of this report. It will be impossible to meet either the EU’s political goals or the Europe 2020 strategy, which is supposed to help the Union recover from the crisis and create jobs, without adequate financing from the EU budget. It is very important for the EU budget to show an appropriate balance between revenue from genuine own resources and expenditure and I therefore believe that the European Parliament is not prepared to give its consent to the next MFF regulation without political agreement on reform of the own-resources system. I welcome the proposals to enhance budgetary flexibility across headings, as well as between financial years within the MFF, and thus ensure that budgetary resources can be appropriately aligned with evolving circumstances and EU priorities. I believe that before the Council formally submits its proposals, the European Parliament and the Council should negotiate their political positions."@en1
