"Extending the financial support instruments established to help the countries of Eastern Europe to the countries of the Southern Mediterranean may seem like a good idea. However, in this instance, doing so for the European Bank for Reconstruction and Development (EBRD) can only be cause for concern. The approach of that financial institution is very clear: ‘transition towards open market economies and the promotion of private and entrepreneurial initiative’. We have seen the economic and social results of that approach in the countries of Eastern Europe, including those countries that are now EU Member States. That is the approach that we want to impose on the Southern countries, but I have persistently spoken out against it, using the example of Tunisia in particular. Forcing those countries to adopt ultraliberal approaches that have proved to be so pernicious in our Member States is the best way to shatter the hope generated by the what are known as the Arab Spring revolutions, which were driven by social demands. That is why I voted against this report."@en1
