"The task of the European Bank for Reconstruction and Development (EBRD) has so far been to provide the countries of Central and Eastern Europe and those in the Commonwealth of Independent States with financial support as they move towards a free market economy with private and entrepreneurial activity, focusing on the promotion of competition, privatisation and entrepreneurship. Consequently, capital has been used mainly to support banks, industrial enterprises and businesses, particularly start-ups. The financing is used to support the obtaining of cofinancing and direct foreign investment and to mobilise domestic capital. The investment is mainly in private enterprises, generally jointly with business partners. In addition, the bank provides technical partnership and cooperates with international financial institutions and with international and national organisations. I did not vote in favour of the report because I am of the view that the existing activities have already provided great incentives for fraud and expansion of the geographic scope of EBRD operations would therefore not be appropriate."@en1
