"The European Bank for Reconstruction and Development, initially created to support the development of the market economies of Central Europe and Central Asia after the collapse of the communist regimes, has since had its mandate extended to the countries of the Southern and Eastern Mediterranean in order to support them during their transition to market economies and democracy. As a colegislator, the European Parliament was invited to give its opinion on the extension of the EBRD’s mandate. The Members thus voted in favour of a phased approach adapted to the special situation of the countries of the Mediterranean region. As a result, the EU representatives in the governing bodies of the EBRD should encourage the bank to take measures to promote social inclusion and energy efficiency as well as civic and human rights. Since the events of the Arab Spring, the EU has put in place a whole series of measures to support the economic and political reforms in the Eastern and Southern Mediterranean countries, where the situation is still fragile. This is therefore a new initiative that should be welcomed."@en1
