"The goal of this Commission proposal is to extend the sphere of operations of the European Bank for Reconstruction and Development (EBRD) into the countries of the Southern and Eastern Mediterranean, as well as Jordan, so as to provide these countries with financial assistance. Since its establishment in 1990, the EBRD has assisted the Central and Eastern European countries in their transition towards open market-oriented economies and the promotion of private enterprise and entrepreneurial spirit. As such, the EBRD was an instrument serving one purpose: expanding and consolidating capitalist production relationships into Europe.
Now, following the Arab Spring, an unequivocal response from the EU is being demanded. The Commission has tabled this proposal, which constitutes part of the demanded political response. We advocate the establishment of cooperative relationships with the countries of the Southern and Eastern Mediterranean, and measures to aid their development. These could include facilitating access to sources of funding that could support development boosting investment. However, we are not unaware of the more general context – clear from this report – of EU attempts to use the EBRD to interfere politically and economically in these countries, and to clear the way towards new and promising markets for European multinationals."@en1
