I also supported a number of important – I think vital – amendments on real and effective growth, which must begin in Europe in order to allow Member States to maintain their commitments to Europe. These measures for growth include: forms of debt mutualisation, a European redemption fund as proposed by the German Council of Economic Experts in November 2011; bonds issued by the EU financial institutions, for investments in infrastructure that would be subject to a golden rule excluding them from deficits; a European system of bank deposit insurance.
