"I am not an enthusiastic supporter of the idea that Member States should be obliged to submit reports to the Commission and the Eurogroup in advance concerning their plans for issuing government bonds. Under the approved proposal, the submission of reports is to be harmonised in terms of form and content and specified by the Commission in cooperation with the Member States, with the Commission having the main role and the last word. In my view, this measure would amount to substantial interference in national powers in the budgetary area. It would be a definite step towards budgetary union, and this would constitute qualitative change on such a scale that, in my opinion, it would require an amendment of the Treaties. In any case, I have doubts as to whether the Commission is the right body to supervise the issuing of government bonds. If this process is introduced, the supervisory role should be assigned to a body that can guarantee independence and unquestionable competence."@en1
