"Drawing up measures for monitoring the economies and budgets of the states in the euro area facing financial turmoil is undoubtedly an important step as part of averting situations involving a serious, long-term, financially destabilising impact which automatically have an adverse ‘domino’ effect on other Member States, whether inside or outside the euro area. However, what I regret is that these measures ought to have been taken much earlier. As a result, situations could have been avoided or remedied in some Member States experiencing financial imbalance, such as Greece at the moment, which is going through a crisis, along with severe economic and budgetary difficulties, but which will be hard to resolve without having a strong impact on other countries too. At the same time, I think that stringent legislation with this aim in mind encourages dialogue between the various European institutions so that they can decide in a responsible, coherent manner on the most suitable means of financial aid to be provided to the states in trouble."@en1
