"The two reports known as the ‘two-pack’ were put to the vote in plenary. I voted for both of them during the voting on 13 June 2012. The ‘two-pack’ is further progress in the area of budgetary surveillance. It complements the ‘six-pack’, a legislative package adopted by the European Parliament in September 2011 that contains measures to strengthen economic governance. The first report, by Jean-Paul Gauzès, relates to the strengthening of economic and budgetary surveillance of Member States experiencing or threatened with serious difficulties with respect to their financial stability in the euro area. It states that once a state is placed under protection, it cannot be declared to have defaulted. In addition, the country’s creditors must make themselves known to the Commission within two months. Loan interest rates will also be frozen."@en1
