"I abstained on this report because, although the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament succeeded in removing the ‘golden rule’ and the 0.5% structural deficit limit, proposed by Mr Gauzès in his initial report, the widespread use of reverse qualified majority voting is an unacceptable risk: it gives the Commission too much power, allowing it to decide alone which countries should be subject to surveillance."@en1
