"The European Union has granted non-reciprocal trade preferences in the form of reduced tariffs for goods from developing countries when entering the European market through the generalised scheme of tariff preferences since 1971. In 2009, the value of EU imports under this scheme amounted to around EUR 60 billion, representing 4% of total EU imports. New rules approved by the Lisbon Treaty under the ordinary legislative procedure should reduce the number of beneficiaries from 186 countries to 80. The so-called more advanced developed countries, which are currently the biggest beneficiaries, accounting for around 40% of preferential imports into the EU, will be removed. The new regulation will also include a set of safeguard and surveillance measures, and the procedures that trigger the safeguard clauses and decision-making procedures have been redefined.
