"Since 1971, the European Union has been awarding non-reciprocal trade preferences, in the form of reduced duties for goods imported into the European market from developing countries through the generalised system of preferences. This method is an integral part of the common commercial policy, in line with the general provisions governing EU external action. For this very reason, and because aid to developing countries in the form of lower tariffs should affect the maximum possible number of countries needing it, I advocate keeping the same calculation criteria for identifying beneficiaries."@en1
