"We Swedish Social Democrats believe that it is right for the EU not to give trade preferences to wealthy countries like Saudi Arabia, Brazil and Russia. However, we do not believe that it is fair for GDP per capita to constitute the only condition for whether or not a country is to be included in the generalised scheme of tariff preferences (GSP). We do not consider the classification by the World Bank to be adequate. The EU should instead also take account of other factors indicating how vulnerable the countries are when classifications are made, such as diversification, integration into world trade and ranking on the United Nations Development Programme’s human development index. We support the fact that those countries covered by the ‘Everything But Arms’ (EBA) scheme, which is aimed at the 50 or so countries that the UN designates as the world’s least developed countries, are not affected by the amendment of the GSP."@en1
